The National Government promulgated The Regulations on Special Limited Companies during the War of Resistance Against Japan,which not only provided a legal basis for state capital investing in more fields but also promoted the investment of private capital in state-owned enterprises.To some extent,it also guaranteed the dividend distribution and management power of commercial stock holders in the company.
