加快建设学习型社会进程中的全民阅读战略研究:政府履责的视角 被引量:1

On the Strategy of Nationwide Reading in the Process of Building a Learning Society:From the Perspective of Governments Responsibility

摘要 全民阅读是建设学习型社会的国家战略,并以政府履责为基础逐步推进。随着全民阅读战略在实践中逐步落实、“顶层设计”逐步成型,全民阅读的相关立法工作取得初步进展,基础设施建设不断完善,活动日渐丰富。但是,与学习型社会对全民阅读提出的新的更高要求相比,全民阅读推进仍面临诸多现实问题和全新挑战,突出表现在:长效保障机制尚未到位,阅读供给难以满足阅读需求,城乡间、群体间阅读存在较大差距,新媒体时代的阅读危机正在显现。政府履责必须以问题意识和需求导向为引领,在夯实制度基础、优化资源供给、推动基本公共服务均等化、关注重点人群、加强阅读推广等方面取得突破。 Nationwide reading is a national strategy for building a learning society,which is gradually promoted on the basis of government’s responsibilities. With the gradual implementation of the nationwide reading strategy in practice and the gradual formation of the " top-level design",the legislative work related to the nationwide reading has made preliminary progress;the infrastructure construction has been constantly improved,and the activities have been increasingly enriched. But compared with the new and higher requirements put forward by a learning society for the nationwide reading,the promotion of nationwide reading still faces many practical problems and new challenges,which can be synthesized as follows: the long-term protection mechanism is not yet in place;the reading supply is difficult to meet the demand of reading;there is a big gap between urban and rural community,and among groups;the reading crisis in the new media era is emerging. To fulfill the government’s responsibilities,it must be guided by the awareness of problems and the orientation of demand,and make breakthroughs in consolidating the institutional foundation,optimizing the supply of resources,promoting equal access to basic public services,paying attention to key groups,and strengthening reading promotion.
