云南少数民族地区基层干部双语能力调查研究

摘要 在少数民族聚居地区,双语干部对于有效贯彻落实党和国家各项方针政策、加快推进民族地区经济社会发展具有重要作用。通过调查云南省少数民族地区基层干部双语能力、双语态度、语用环境、双语能力提升途径、双语干部政策机制等方面发现,云南民族聚居地区基层双语干部严重缺乏、干部双语意识不强、双语学习的客观条件不佳、所在单位缺乏激励考核机制等。从国家战略发展和民族地区社会发展需要出发,建议国家层面建立健全双语干部政策保障机制、扩大双语干部政策宣传、保证少数民族青年儿童有学习民族语言文字的学校教育条件、在条件具备的民族地区先行先试构建专门的双语干部人才评管考体系、加强少数民族语言文字规范化建设等。 In the concentrated regions where ethnic minorities live,bilingual cadres play an im⁃portant role in effectively implementing the policies of the Party and the state and accelerating the economic and social development of ethnic regions.Through the investigations into the bilingual ability,bilingual attitude,language environment,ways to improve bilingual ability and bilingual cadres policy mechanism of grassroots cadres in ethnic minority regions in Yunnan,the findings show a serious shortage of bilingual cadres,low bilingual awareness of cadres,and poor objective conditions of bilingual learning in ethnic minority regions and the lack of incentive and assessment mechanisms.From the perspective of national strategic development and the needs of social development in ethnic minority regions,it is suggested that a policy guarantee mechanism for the bilingual cadres should be established at the national level,and the policy publicity of the bilingual cadre be expanded and ethnic minority young children are ensured to have school education conditions for learning ethnic languages.In the ethnic minority regions where conditions are permitted,a special bilingual cadre talent evaluation system should prior carry and try to be built to strengthen the standardization of minority languages.
