广深港高铁沿线环境综合整治策略

Strategy of comprehensive environmental improvement along the Guangzhou-Shenzhen-Hong Kong high-speed railway line

随着高铁网络的不断建设和完善,其对沿线周边环境带来很大影响。因此,高铁沿线两侧安全环境问题越来越受到关注。文章以广深港高铁深圳市宝安段沿线为例,在充分考虑高铁自身运行安全和乘客视觉环境需要基础上,首先对高铁沿线安全环境进行现状调查,并从人为因素和自然因素2个角度出发,进行安全环境影响因素分析,再分别从政府、企业、以及社会公众3个层面剖析问题原因,最后从监管体制、安全管控、环境整治以及管理机制4个方面探讨高铁沿线安全环境综合整治策略,以期推进高铁沿线环境综合整治工作常态长效化,具有很强的适应性和可操作性。

With the continuous construction and improvement of high-speed rail network,it has a great impact on the surrounding environment along the line.Therefore,more and more attention has been paid to the safety and environmental problems along the high-speed railway line.This paper takes the Guangzhou-Shenzhen-Hong Kong high-speed railway along the Bao'an section of Shenzhen as an example.Based on full consideration of the high-speed railway operation safety needs and passenger visual environment needs,the current situation of the high-speed railway safety environment is investigated,and from the perspective of human factors and natural factors starting from the analysis of the factors affecting the safety environment,it analyzes the cause of the problem from the three levels of government,enterprise and the public.In the final conclusion,the comprehensive improvement of the safety environment along the high-speed rail is studied from four aspects:the supervision system,safety management and control,environmental improvement,and management mechanism.The strategy is to promote the long-term normalization of comprehensive environmental improvement work along the high-speed railway line,which has strong adaptability and operability.
