基层管理者的图书馆认知研究:以广州市10所基层图书馆的跟踪调研为中心

Study on Manager’s Cognition of Library:A Survey of 10 Libraries at Basic Level in Guangzhou

在推进总分馆制建设过程中,由于现行体制与政策指向,基层管理者承担着基层图书馆建设的主要任务。作为关键的政策执行者和资源配置者,他们的图书馆认知在很大程度上决定着基层图书馆的建设成效。课题组对广州市10所街镇图书馆展开跟踪性调研,通过定性分析,梳理出基层管理者的四种图书馆认知视角:用户服务视角、基本保障视角、政策协同视角以及持续发展视角。这四种认知视角的提出,为理解基层管理者提供了理论工具,也为突破当前基层公共文化服务的发展困境提供了一个新的研究切口。

Due to the current administrative system and policy orientation, library managers at basic level are responsible for main task of library construction in the process of building main-branch library system. As the policy enforcer and resource allocator, manager’s cognition of library determines the effect of library construction to a large extent. A survey of 10 libraries at basic level in Guangzhou was launched. Through qualitative analysis, manager’s cognition of library is sorted out in four perspectives: user service, basic guarantee, policy coordination and sustainable development. It provide a theoretical tool for understanding managers, it is also a new breakthrough for current development of public cultural services at basic level.
