中国农村社区冲突:类型特征、治理困境与路径优化

Rural Community Conflicts in China:Type Characteristics,Governance Dilemma and Path Optimization

农村社区冲突因事关中国基层社会稳定而成为学术界热议的重要话题。农村社区冲突治理成效,直接影响乃至决定新时代乡村振兴战略的推进实施。根据实地调研数据分析,认为农村社区冲突主要表现在利益、文化、权力、权利和结构等五个方面,在冲突化解与治理过程中存在着冲突主体多元与治理主体一元、社区参与不足与维权参与度高、法律制度强制性与乡规民约合理性、化解平台缺失与社区冲突加剧、公共意识式微与个人主义强化等五大困境。治理路径可以从何以可能与如何可能两个方面探讨,既在理论上寻求学理支撑,又在实践中探求应对策略,以构建有效治理农村社区冲突的良策。

Rural community conflict has become a hot topic in academic circles because it is related to the social stability at the grass-roots level in China.The effectiveness of conflict governance in rural communities directly affects and even decides the deployment and implementation of rural revitalization strategy in the new era.According to the field research data analysis,it is believed that rural community conflicts are mainly manifested in five aspects:interests,culture,power,rights and structure.There are five major dilemmas in the process of conflict resolution and governance,such as sole conflict subjects and co-governance subjects;lack of community participation and high participation in rights protection;compulsory of legal system and rationality of village rules;deficiency of the resolve platform and increased community conflicts;the weakening of public consciousness and the strengthening of individualism;declining public consciousness and strengthening individualism.The resolving path of rural community conflicts can be discussed from"why"and"how"aspects.We can seek academic support in theory,and explore coping strategies in practice,so as to construct effective governance strategy of rural community conflicts.
