2020年后甘肃农村地区贫困治理的新形势与扶贫思考

The New Situation and Thoughts of Poverty Alleviation in Rural Areas of Gansu Province after 2020

正确认识贫困发展特征与形势,是农村贫困治理工作的根本。2020年后,我国步入相对贫困阶段,农村居民实现基本物质需求满足,但是多维贫困问题、区域性贫困、隐性贫困将会突显,也成为相对贫困阶段贫困治理的主要关注点。立足于甘肃省2020年后农村贫困问题新形势,从贫困群体主体地位、人的自由全面发展、人与自然和谐共处、实现共同富裕思想角度提出甘肃省贫困治理新思路。

Correctly understanding the characteristics and situation of poverty development is the foundation of rural poverty governance.After 2020,China has entered the stage of relative poverty,and rural residents can meet their basic material needs.However,multidimensional poverty,regional poverty and recessive poverty will be highlighted and become the main focus of poverty governance in the stage of relative poverty.Standing on the new situation of rural poverty in Gansu after 2020,this paper puts forward new ideas of poverty alleviation from the perspective of the dominant position of poor groups,the free and comprehensive development of human beings,the harmonious coexistence of man and nature,and the idea of realizing common prosperity.
