中国国际应急医疗队(天津)的建设经验探讨

Discussion on construction experience of China International Emergency Medical Team(Tianjin)

突发灾害在国别、地域、类型等模式转变的多元性,促使多国政府间人道主义救援力量合作发展不断加强.近年来,中国积极参与国际救援,在灾难响应和救援中起到了不可或缺的作用.国家卫生健康委员会在"十三五"规划(2016年至2020年)中提出,至2020年末,基本建立专业化、规范化、信息化、现代化、国际化的突发事件紧急医学救援体系.国际应急医疗队的建设便是与时俱进的切实呈现.现总结中国国际应急医疗队(EMT,天津)相关工作实际,对天津市人民医院EMT帐篷医院营地布局、人力资源、人员构成、人员管理、队员培训、后勤配备和能力配置等情况进行分析,并从队员选择、持续化培训、救援装备、科学的管理应对方面提出几点思考,从而为应急医疗队伍和卫生应急工作的标准化建设提供参考.

The diversity of model changes in different countries,regions and types of sudden disasters has contimuously strengthened the cooperation and development of multi-national intergovernmental humanitarian relief forces.In recent years,China has actively participated in international rescue and help,playing an indispensable role in disaster response and salvage.In the"13th five-year plan"(2016-2020).the National Healh Commission proposed that by the end of 2020,a professionalized(pecialized),standardized,informatiomized,modernized international emergency medical rescue system should be hasically established to respond the aceidental sudden events.The construction of the international emergency medical leam is a practical presenlation of keeping pace with the times.The aim of this research was to retrospectively summarize the actual construetion experiences related to China International Emergency Medical Team(EMT,Tianjin);the camp layout,human resources,personnel composition,personnel management,team member training,logistic equipment preparation and capacity allocation,etc.conditions of Tianjin Union Medical Center Hospital EMT Tenl Hospital were analyzed,and put forward some thoughts in terms of team member selection,continuous training.rescue equipment and scientifie management response aspects,so as to provide reference for the standardized construction of emergency medical teams and publie health emergency work.
