多层治理视角下的基层治理创新锦标赛

Grassroots Governance Innovation Tournament from the Perspective of Multi-level Governance

基层政府(1)在基层治理创新锦标赛中有自身的行为逻辑。基层政府想要在锦标赛竞赛中胜出就要制造工作亮点,即基层官员把基层治理创新作为政绩竞赛中吸引上级注意力的手段。但这同时也会带来一定的负向激励,如过度创新、资源浪费、扩散困难区等,制约了基层治理的健康持续发展。通过对X区和Y区基层治理论新典型案例的比较研究,发现规范、完善的基层创新多层治理框架需要厘清中央、省、市和基层政府的治理诉求和治理边界;地区基层创新过程中须重视市域治理承上启下的关键作用,即向上主动建构和中央、省的治理关系以及治理诉求输出渠道,向下强化市级统筹。

The grassroots governments have their own behavior logic in the grassroots governance innovation championship. The grassroots governments need to create some bright spots so as to win the championship, that is, grassroots officials regard grassroots governance innovation as means to attract superior attention in the political performance competition, but at the same time, it could also bring certain negative incentives, such as excessive innovation, waste of resources and diffusion of difficulty,which restrict the healthy and sustainable development of grassroots governance. Through the comparative study of grassroots governance innovation case in the districts of X and Y,it finds that a standardized and perfect grassroots innovation multi-level governance framework needs to clarify governance requests and governance boundaries of the central, provincial, municipal and grassroots governments. In the process of grassroots innovation in the districts, it is necessary to pay attention to the key role of municipal governance,that is,to actively build up the governance relationship and governance requests output channels with the central and provincial governments, to strengthen municipal-level overall coordination.
