省属综合类高校“三评”体制机制改革的创新模式

Innovation mode of the system and mechanism reform of the“project review,talent evaluation and institutional assessment”in provincial comprehensive universities

文章是对省属综合类高校"三评"改革的具体思考,旨在为指导单位展示生动案例,为兄弟高校提供改革借鉴。研究提出改革的顶层设计要以激励与引导、规范与管理、监督与保障为基本原则,构建符合学科规律的激励机制,制定提升管理效能的规范机制,形成培育和弘扬科学家精神的监督机制。具体表现为:要推进项目评价改革的流程标准化管理和研究特色化提升;构建规范标尺,创新评价方法,形成多元视角人才评价思路;凝聚团队力量,聚焦科研方向,探索机构评估改革方法;以学术管理制度为载体,营造诚信氛围。

This paper conducts deep thinking on the reform of the"project review,talent evaluation and institute assessment"in provincial comprehensive universities,so as to show vivid cases to management bureaus and provide reference for brother universities.The study proposes that top-level reform design should take"motivation and guidance,regulation and management,and supervision and guarantee"as basic principles,aiming to construct motivation mechanism that conforms to the disciplinary rules,formulate regulation mechanism to improve management efficiency,and form supervisory mechanism that cultivates and promotes the spirit of scientists.Practically,universities should:(1)promote the process standardization management and improve specific research traits during project review reform;(2)build standardized scales and innovate evaluation methods to form talent evaluation ways of thinking from multiple perspectives;(3)unite team members and pinpoint the research focus to explore the approaches of institute assessment;and(4)strengthen the academic management so as to create the atmosphere of integrity.
