基于“沉默的螺旋”理论的网络舆情演变机制及治理对策研究

Research on the Evolution Mechanism of Network Public Opinion and the Countermeasures Based on the“Silent Spiral”Theory

[目的/意义]旨在研究网络舆情演化过程和规律,提高政府舆情公共危机的治理能力。[方法/过程]在对网络舆情特征和形成要素分析的基础上,运用“沉默的螺旋”理论结合信息生命周期分析了网络舆情的演变过程和机制,对哈尔滨8·25重大消防责任案的舆情演变过程进行了案例分析,有针对性地提出了政府在网络舆情发展不同阶段的治理对策。[结果/结论]网络舆情发展的形成期、高涨期、减缓期和消散期四个阶段演变过程受到“沉默的螺旋”效应的影响,政府应针对不同发展阶段的特征采取有效的治理对策。本研究为政府更好的应对、治理网络舆情提供参考借鉴。

[Purpose/significance]The paper is to do research on evolution process and rule of network public opinion so as to improve the governance ability of government public opinion public crisis.[Method/process]Based on the analysis of the characteristics and forming elements of network public opinion the paper uses the“silent spiral”theory to analyze the evolution process and mechanism of network public opinion studies the case of Harbin 8·25 fire responsibility and analyzes the public opinion evolution process and puts forward the corresponding countermeasures of the government to control network public opinion in the different development stages.[Result/conclusion]The four stages of development of Internet public opinion which are the state of formative period rising period remission period and dissipating period are influenced by“silence spiral”.The government should take effective countermeasures according to the characteristics of different stages.It provides reference for the government to better respond to network public opinion.
