城市治理视角下古城复兴项目策划浅议——以西安城墙遗址及周边更新规划设计为例

Study on the Project Planning of the Ancient City Revival from the Perspective of Urban Governance:Taking Xi’an City Wall Ruins and Its Surrounding Renewal Planning and Design as an Example

十九大报告提出"推进国家治理体系和治理能力现代化",大遗址是城市重要的历史文化资源,承载了城市文化价值,但在职能部门条块分割体制下,大遗址及周边地区曾是城市治理的盲区。大遗址及周边地区的更新,既可以通过城市文化空间来构建价值体系,又可以实现城市的精细化治理。文章在城市治理视角下,探讨了古城复兴项目策划的基本框架,以西安城墙遗址及周边地区的城市更新规划设计为例,确立了准确识别问题、细分利益主体、把握关键领域、精选治理手段、动态评估效能的治理流程与方法,提出带状纵深模式(明清城墙)、框架填充模式(隋唐城墙)、文化绿核模式(唐大明宫)等典型模式。

In the report of the 19th National Congress of the Communist Party of China,it was proposed to"promote the modernization of the national governance system and governance capacity".Large sites are important historical and cultural resources of the city,bearing the value of urban culture.However,under the system of segmenting functional departments,large sites and surrounding areas were once the blind areas of urban governance.The renewal of large sites and surrounding areas can not only construct the value system through the urban cultural space,but also realize the fine governance of the city.From the perspective of urban governance,this paper discussed the basic framework of the planning of the ancient city revival project,taking Xi’an city wall site and the surrounding urban renewal planning and design as an example.It established the governance process and method of accurately identifying problems,subdividing interest subjects,grasping key areas,selecting governance means and dynamically evaluating efficiency.It also put forward some typical models,such as belt depth model(Ming and Qing city walls),frame filling model(Sui and Tang city walls),cultural green core model(Tang Daming Palace).
