高校进口设备采购面临的问题与对策

高校进口设备采购是一项较为复杂的工作,事关学校实验室建设和教学科研的质量和水平,因此高校设备采购管理部门有必要研究提高进口设备采购质量和效率的方法与对策。根据进口设备采购工作的特点,制订了进口设备采购基本流程,并对进口设备采购过程中存在的重复购置、流标次数多、采购过程监管不力、采购人员业务能力不足等问题进行剖析。针对这些存在问题从充分了解使用需求,认真编制采购计划;出台相关管理办法,规范项目审批流程;加强设备调研论证,确保购置科学合理;严格采购过程监管,完善采购考核机制;加强采购队伍建设,全面提高专业素质等角度给出提高进口设备采购质量和采购效率的建议和措施。

The purchase of imported equipment in colleges and universities is a complex engineering,it is related to laboratory construction,teaching quality and the level of scientific research in colleges and universities.Therefore,it is necessary for the management departments of equipment procurement in colleges and universities to study the methods and countermeasures to improve the quality and efficiency of imported equipment procurement.According to the characteristics of imported equipment procurement,this paper formulates the basic process of imported equipment procurement in colleges and universities.It also analyzes the problems which exist in the process of purchasing imported equipment,such as repeated purchase,bid failure,weak supervision of procurement process,insufficient professional ability of purchasing personnel.In view of these existing problems,it puts forward suggestions and measures of improving quality and procurement efficiency to draw up the procurement based on fully understanding the use demand,to issue relevant management measures,to be strict with approving the project approval process,to strengthen equipment investigation and demonstration,to ensure scientific and reasonable,to supervise the procurement process strictly,to improve the procurement assessment mechanism,to fix special personnel of being responsible for duty-free handling,to strengthen the construction of purchasing team and to fully improve the professional quality.
