多部门联动构建高校实验室EHS管理体系

Construction of Laboratory EHS Management System in Universities Through Interdepartmental Cooperation

环境、安全与健康管理体系(EHS)是环境管理体系(EMS)和职业健康安全管理体系(OHSMS)的有机结合,其应用不仅可有效控制和防范事故的发生,降低人员伤害与环境污染,而且是建设生态文明社会的重要途径。目前国内高校狠抓实验室安全管理而忽视实验室职业健康和环境保护,严重制约着实验室安全管理水平的进一步提升。由于治理模式不同于西方高校,目前国内高校难以成立独立的EHS职能部门并实施系统化管理。在借鉴世界一流高校EHS管理经验的基础上,提出从构建多部门联合工作机制、完善实验室EHS制度建设、实施EHS管理队伍的专业化与职业化发展、形成校园EHS文化氛围和增强师生环保与职业健康意识出发,探讨了符合国内高校实际情况的实验室EHS管理体系的构建思路,为进一步提升国内高校实验室管理水平提供参考。

Environment,safety and health( EHS) management system is an organic combination of environmental management system( EMS) and occupational health and safety management system( OHSMS). Its application can not only effectively control riskand prevent accidents,reduce personnel injury and environmental pollution,but also that it’s an important way to build the ecological civilization society. At present,domestic universities pay more attention on the laboratory safety management,but neglect the importance of laboratory occupational health and environmental protection,which seriously restricts the further improvement of laboratory safety management level. Because the governance mode of domestic universities is different from that of western universities,it is difficult for Chinese universities to establish independent EHS functional departments and implement systematic management. Based on the experience of EHS management in world-class universities,the construction of laboratory EHS management system in accordance with the actual situation of domestic universities was deeply discussed by establishing the interdepartmental joint working mechanism,perfecting the construction of the EHS system,improving the professionalization of the EHS management technical team, forming campus EHS cultural atmosphere, and enhancing teachers and students ’ awareness of environmental protection and occupational health. This papercan provide a reference for further improving the laboratory management level of domestic universities.
