湖南粮食主产区水稻生产社会化服务现状调查与对策

Present Situation and Suggestions of Socialized Services for Rice Production in Major Grain Producing Areas of Hunan Province

发展社会化服务是实现农民增收、农业提质增效的有效途径。文章通过实地入户调研,从水稻生产关键环节视角分析了农业信息提供、农资供应、农业绿色生产技术指导、农机作业及维修、土地托管、秸秆资源化利用、农产品初加工、产销服务等方面的现状及存在的问题,提出了强化薄弱环节的服务供给能力、加强交易制度建设、鼓励合作社积极与家庭农场和种粮大户合作、创新土地托管模式、充分发挥龙头企业带动作用等推进湖南省水稻社会化服务发展的对策。

The development of socialized service is an effective way to increase farmers′income and improve agricultural quality and efficiency.From the perspective of the key links in rice production,the present situation and problems about the agricultural information provision,supply of agricultural production data,technical guidance on green agricultural production,agricultural machinery operations and maintenance,land trust,utilization of straw resources,initial processing of agricultural products,production and marketing services were analyzed in the paper based on the farmers′family survey.Finally,five policy suggestions were put forward based on the findings,namely,to strengthen service supply capacity in weak links,to strengthen the trading system,to encourage cooperatives to actively cooperate with family farms and grain farmers,to innovative the pattern of land trust,to exploit the driving role of the leading enterprises.
