The theory of institutional change provides a theoretical perspective to observe the change of police station institution as well as the China’s policing evolution. In the framework of institutional change theory, the development of police station system can be explained from power source, constructive concept and evolutionary path, which is mainly dominated by the Party and government, the principle of stability control and the organizational adjustment. The organizational adjustment is realized through the change of its functions, the innovation of management techniques and the change of power structure. By analyzing the process of the institutional change, the management stability and control is the substantial work with an integration trend of instrumental rationality and value rationality.
