摘要
在当前中国经济转型的背景下,技术创新水平的提升是转变区域经济发展方式,实现内生经济发展的关键。由于技术创新的正外部性特点,财政补贴政策成为政府激励区域技术创新的重要手段,但财政补贴政策与区域技术创新的关系在现有研究中还存在争议。为了探讨财政补贴政策对区域技术创新的影响效应,利用北京市2014-2018年的面板数据,运用三阶段DEA模型和面板门槛模型,测算了北京市各区县的技术创新效率和溢出效应,并分析了区域财政补贴政策的门槛效应。结果发现,剔除环境因素和随机干扰因素后,相比调整之前,北京市16个区县之间的技术创新效率均有所提高,并且16个区县技术效率存在正向空间溢出效应,财政补贴政策与区域技术创新之间为非线性关系,呈现边际效用递减规律。
Under the background of China’s current economic transformation,the improvement of technological innovation level is the key to transform the way of regional economic development and realize endogenous economic development.Because of the positive externality of technological innovation,fiscal subsidy policy has become an important means for the government to stimulate regional technological innovation.In order to explore the effect of fiscal subsidy policies on regional technological innovation,this paper calculated the technological innovation efficiency and spillover effect of districts and counties in Beijing and analyzed the threshold effect of regional fiscal subsidy policies by using the panel data of Beijing from 2014 to 2018 and the three-stage DEA model and panel threshold model.Results show that after eliminating environmental factors and random interference factors,compared to adjust before 16 districts and counties of Beijing between the technological innovation efficiency are improved,and that there are 16 districts and counties technical efficiency are spatial spillover effects,but the relationship between financial subsidy policy and regional technological innovation is non-linear,showing the law of diminishing marginal utility.
