高原煤矿“360”安全文化体系建设研究

Research on construction of "360" cultural system for safety of plateau coal mines

我国煤矿企业发展面临的形势严峻,为了提升安全生产管理水平,基于大煤沟煤矿特殊的高原环境及人员特点,针对安全文化体系不健全、制度不完善、意识不到位、操作不规范等问题,深入阐述了安全文化内涵及功能,构建包含“3”大安全承诺、“6”大安全观念、“0”安全目标的“360”安全文化体系,并从安全观念文化、安全行为文化、安全制度文化、安全物质文化4个层面提出安全文化建设具体做法,实现用安全塑造文化、用文化管控安全,最终达到“零事故、零伤害”的安全生产目标。

Aiming at the severe situation faced by the coal mining enterprises to develop,in order to enhance the level of production safety management,based on the special plateau environment and personnel characteristics of Dameigou Coal Mine,the safety culture system is not perfect,the system is not perfect,the consciousness is not in place,and the operation is not standardized,and so on,so,the connotation and function of safety culture construction were expounded,including"3"big security commitment,"6"big safety concept,"0"safety goal of"360"safety culture system,and from the concept of safety culture,safety behavior culture,system of safety culture,safety material culture,the specific methods of safety culture construction were put forward to realize"shaping culture with safety and controlling safety with culture",and eventually achieve the production safe goal of"zero accident,zero injury".
