行政审批制度改革具有产业升级效应吗?

Does the Administrative Approval System Reform Have Industrial Upgrade Effect?

本文以各地级市行政审批中心的建立为准自然实验,结合1999—2015年地级市面板数据,运用双重差分法探讨行政审批制度改革对地区产业结构升级的影响。研究结果显示,总体上,设立行政审批中心显著推动了城市产业结构升级,这一结论在经过一系列稳健性检验后仍然成立。进一步地,政策效果会受到城市异质性的影响,设立行政审批中心显著推动了一般地级市和非资源型城市的产业结构升级,而无法对高行政等级城市或资源型城市的产业结构进程产生显著影响。作用机制检验表明,设立行政审批中心可以显著降低制度性交易成本、改善资源错配程度,进而推动产业结构升级。同时,资源配置效率提升的增量贡献主要来源于民营企业。

This paper takes the establishment of the administrative approval center as a quasi-natural experiment,and uses the difference-in-difference method to explore the impact of the administrative approval reform on the industrial structure upgrade based on a panel data of prefecture-level cities in China from 1999 to 2015.It is indicated that,on the whole,the establishment of the administrative approval center significantly promotes the industrial structure upgrade,and this conclusion is still valid after a series of robust tests.Further,the effect will be affected by city heterogeneity.Specifically,the establishment of the administrative approval center significantly promotes the industrial structure upgrade of general prefecture-level cities and non-resource-based cities,but not for high-administrative-grade cities or resource-based cities.The mechanism test shows that the establishment of the administrative approval center can significantly reduce transaction cost and improve the allocation of resources.At the same time,the incremental contribution of resource allocation efficiency is mainly derived from private enterprises.
