新时代精准脱贫攻坚战的内在逻辑探析

Researches on the Inherent Logic of Targeted Poverty Eradication Campaign in the New Era

从新中国成立到改革开放以前,中国官方并无针对少量农民的扶贫工作;改革开放初期,农村贫困人口大幅减少并成为农民中的少数群体,真正意义的扶贫工作开始出现。党的十八大以来,在前述扶贫工作基础之上,中共中央和习近平总书记关于扶贫、脱贫的重要论述或政策,其内在逻辑是:到2020年做到"两不愁,三保障"和"两个确保",实现农村贫困人口全部脱贫;要实现"六个精准"的"精准脱贫",就要解决"四个问题";通过实施"五个一批"工程,解决"四个问题"中的"怎么扶"问题。

From PRC's foundation to the eve of Reform and Opening-Up,CPC and Chinese government didn't introduce poverty alleviation measures to some rural areas.At the beginning of Reform and Opening-Up,the number of low-income rural people reduced rapidly and they became the rural minority.Since the 18th National Congress of CPC,the Inherent Logic of the Party Central Committee and general secretary of the CPC Xi Jin ping's thoughts or policies on poverty alleviation and eradication is:To ensure that the poverty-stricken population will have stable access to adequate food and clothing,compulsory education,basic medical services,and safe housing,and all rural population below the current poverty line and all impoverished counties will shake off poverty by 2020;In order to identify the poor,make specific arrangements,utilize capital efficiently,adopt household-based measures,dispatch qualified first secretaries to villages,and achieve the set goals for poverty alleviation,which are summarized as"targeted efforts in six areas",we should solve four problems,including how to help the poor to break away from poverty;In order to realize the above goal,we should adopt the following five targeted measures:boosting the economy to provide more job opportunities,relocating some of the poverty-stricken population from uninhabitable areas,providing eco-jobs for the poverty-stricken population, improving education in impoverished areas, and improving social security for poverty alleviation.
