随着新兴信息技术发展和医疗卫生体制改革的深化,区域全民健康信息化面临着诸多的变化和挑战。系统总结了近10年区域全民健康信息化的发展历程,从业务应用、信息资源管理、基础架构建设、标准宣贯和网络安全方面,分析当前发展中存在的问题和挑战,阐述了对未来新时代区域全民健康信息化建设与应用发展,可从感知、互联、智能、创新4个方面来理解,提出新时代区域全民健康信息化的建设路径、框架设计和策略。

With the development of new information technology and the deepening of medical and health system reform,regional health informatization is facing many changes and challenges.This paper summarizes the development of regional health informatization in the past ten years,analyzes the problems and challenges in the current development from the aspects of business application,information resource management,infrastructure construction,standard implementation and network security,elaborates the national health informatization in the new era in terms of perception,interconnection,intelligence,and innovation.It puts forward the construction path,framework design and strategy of national health informatization in the new era.
