突发重大事件防控中应急联动协同的情报体系建构——基于推特文本的内容分析

Construct Intelligence System of Synergistic Emergency Linkage in The Serious Emergency Prevention:Based on Analyzing Content of Twitter Texts

[目的/意义]在"治理能力与治理体系现代化"的压力与动力下,应急联动亟须解决协调困境,探讨内部情报高度协同是重要的突破点。[方法/过程]通过扎根理论对突发事件信息资源进行概念化分析整合获得54个范畴、20个主范畴、5个核心范畴,构成灾害链情报体系、应急响应情报体系、资源环境情报体系、应急价值情报体系、应急知识情报体系5个子情报体系并生成相互牵连的故事线。最后依靠虚实二象性实现情报的流动、分享、转化,形成了突发事件应急联动协同情报体系理论模型,基于集成管理理论解释了模型内部情报的协同运行机制。[结果/结论]研究成果从情报协同角度探讨应急联动,为突发重大事件中应急管理资源合理配置及应急决策效能逐步提升提供了坚实的理论基础和努力方向。[局限]样本选取事件较为单一,导致研究结论适配性有待进一步检验,同时通过编码提取的模型,其精确度有待进一步改进。

[Purpose/significance]Emergency linkage urgently needs to break coordination dilemma under the pressure and motion of"modernization of system and capacity for governance",and the important breakthrough point is to study the highly synergy of internal intelligence.[Method/process]This paper uses grounded theory to conceptual analyze and integrate the emergency information resources,then 54 categories,20 main categories and 5 core categories were identified.These forms intertwined storylines which include disaster chain intelligence system,emergency response intelligence system,resources and environment intelligence system,emergency knowledge intelligence system,emergency value intelligence system.The flow,sharing,and transformation of intelligence depend on wave-particle duality,then this paper constructs theoretical model of synergistic intelligence system for emergency linkage,and we explain the synergy operation mechanism of internal intelligence through integrated management.[Result/conclusion]Research results discuss emergency linkage from the perspective of synergistic intelligence,which provides the solid theoretical basis and direction for the rational allocation of emergency management resources and increasing effectiveness of emergency decision-making.[Limitations]The types of sample selection are relatively single,causing the applicability of research conclusions need to be further tested.And the accuracy of the model extracted through coding also needs to be further improved.
