国际比较视域下科技智库多主体运营模式研究

An Analysis on the Multi-agent Operation Mode of Science and Technology Think Tanks from the Perspective of International Comparison

[目的/意义]基于国际比较视域,为构建科技智库运营模式提供经验借鉴。[方法/过程]采用网络调研和案例分析法,考虑研究对象的地域分布和影响力,遴选全球排名前5位的顶尖科技智库为案例样本,比较引领全球科技创新的美国、德国、英国和日本等国家的科技智库概况,并归纳分析其顶尖科技智库的特点和运营模式。[结果/结论]通过国际比较提炼国内科技智库发展中待解决的突出问题,构建以"政府—高等院校—科研机构—企业—科技智库"为链条运作的智慧运营管理模式,期待实现以"智"而治的核心竞争能力。

[Purpose/significance]Based on the perspective of international comparison,this paper provides experience and reference for constructing the operation mode of scientific and technological think tanks.[Method/process]Adopting online survey and case study,considering the geographical distribution and influence of the research objects,the top five science and technology think tanks in the world were selected as case samples to compare the general situation of science and technology think tanks in the United States,Germany,the United Kingdom,Japan and other countries leading the global science and technology innovation,and summarize and analyze the characteristics and operation mode of their top science and technology think tanks.[Result/conclusion]through international comparison,the outstanding problems to be solved in the development of domestic science and technology think tanks were extracted,and a smart operation and management mode with the chain operation of"government-universities-research institutes-enterprise-science and technology think tanks"is constructed,so as to realize the core competitiveness of"wisdom"and governance.
