联合国教科文组织关于非物质文化遗产的相关公约和中国关于非物质文化遗产的相关法规条例中,包含了非遗的人类性、族群性和地域性的涵义,表明非遗与人类与生俱来、相伴而行.“非遗”虽是新术语,但是在中国传统文化中蕴含着相似的理念,体现了中国人对于非遗的独特理解和生存智慧.甘肃独特的地理地貌特征、民族文化特点和历史传统特质,对甘肃非遗的形成和保护传承产生了直接影响,形成独具特色的非遗现象,被不断地再创造并世代相传.编撰非物质文化遗产辞典,力图去粗取精、去伪存真,弃讹传、定正说、传正统,是非遗保护传承的另一种方式,是对文化多样性和人类创造力的尊重.

The relevant conventions of UNESCO on Intangible Cultural Heritage and the relevant laws and regulations of China on Intangible Cultural Heritage contain the meaning of humanity,ethnicity and region of it,indicating that Intangible Cultural Heritage and human beings are born and go hand in hand.Although Intangible Cultural Heritage is a new term,it contains similar concepts in traditional Chinese culture,reflecting the Chinese people’s unique understanding of Intangible Cultural Heritage and survival wisdom.Gansu’s unique geographical and geomorphic features,national cultural characteristics and historical and traditional characteristics have had a direct impact on the formation,protection and inheritance of the Intangible Cultural Heritage in Gansu Province,forming a unique intangible cultural heritage phenomenon,which has been constantly recreated and passed down from generation to generation.Another way to protect the heritage of Intangible Cultural Heritage is to respect cultural diversity and human creativity in compiling a dictionary of Intangible Cultural Heritage.
