市县及以下层级国土空间规划的编制体系与内容探索

A Study on National Land Use and Space Planning Compilation System and Content Below City and County Level

市县国土空间规划的内容除强调完整性和科学性外,应与未来规划的审批、调整、管理与实施等各方面的程序高度衔接。国土空间规划融合了原有的各类空间规划,城乡规划和土地利用规划是其中最主要的两大规划体系,文章对两者的核心任务、层级逻辑和管理程序三方面的运行逻辑进行深入剖析,探索两大规划体系的融合模式,提出市县及以下层级国土空间规划的编制体系和内容深度的建议。文章认为在编制体系方面,应构建“市县国土空间规划—片区国土空间规划—详细国土空间规划”3个层级;在内容深度方面,市县国土空间规划应强调“管控底线、强化指引”,片区国土空间规划应强调“落实布局、细化要求”,详细国土空间规划应强调“精准落位、面向管理”。

National land use and space plan at city and county level shall highlight integrity and rationality,and integrate with future approval,adjustment,management,and implementation procedures.National land use and space plan integrates existing departmental plans,among which urban plan and land use plan are the most important ones.The paper analyzes the core tasks,hierarchical logic,and management procedure of the two plans,studies the integration of them,and proposes national land use and space planning compilation system and content below city and county level.It argues a three level planning system including prefecture level,district level,and detail level,shall be established.Prefecture level plan shall highlight governance bottom line and guidance,district level plan shall arrange layout and requirement,detail level plan shall specify position for management.
