健康水文视角下的西南山地多雨城市雨洪调控与规划应对

Floodwater Management and Planning Response in Southwestern Rainy Mountainous Cities for Healthy Hydrology

健康的水文环境是城市雨洪安全的重要基础,探索不同地域的水文环境特征,对于雨洪管理模式的构建具有重要作用。文章结合国际雨洪管理经验,通过对西南典型山地城市重庆城区水文数据的系统观察及其水文过程特征的分析,提出重庆城区雨洪灾害防治的思路建议,采用自然渗透、蓄滞与快速排放相结合的综合雨洪管理模式,实现综合削减洪峰的目的。该模式以山地多雨条件下的城市雨洪灾害发生规律、特征为基础,探索出适应山地多雨气候条件下的雨洪管控方法,可以为我国不同地域特征、不同气候条件下的城市雨洪调控提供借鉴。

Healthy hydrological environment is the foundation of rain and flood safety of cities.A study of hydrological environment characters in different regions is important for the model of rain and flood management.The paper learns from global rain and flood control experiences,analyzes the hydrological data and characters of Chongqing,a typical rainy mountainous city in southwest China,and proposes rain and flood control ideas:combination of storage and drainage,i.e.storing rain water by natural permeation and reservation,and draining runoff water to municipal pipe network,which will weaken the flood peaks.The model provides a reference for rain and flood control of cities in different regions with different characters.
