The Change of Urban Regeneration Planning in the Context of National Land Use and Space Planning

国土空间规划语境下的城市更新规划,应充分吸纳传统城市规划和土地规划中存量空间资源优化的主导思想,既要注重城市的高质量发展和高品质生活的营造,也要注重土地利用效率和效益的综合提升。文章以“三闲四低”用地的整治更新工作为核心,提出在城市更新的技术流程和制度建设中,应加强对土地利用和管理的分析以及完善政策工具,加强对大数据和新技术的应用,积极与新的规划编制和空间治理体系衔接,最终实现城市的“全面提质”和“合理增效”。

Urban regeneration planning in the context of national land use and space plan shall embody the ideas of stock land use improvement in traditional urban planning and land use planning while highlighting high quality urban development and high quality life creation.Through the renovation of idled and low efficient land use,the paper proposes strengthening land use and management analysis and policy tools through big data and new technology in urban regeneration planning,promotes better connection of urban regeneration planning with new plans and spatial governance system,so as to realize comprehensive quality improvement of cities.
