是“绩效”还是“效能”——中国“双一流”建设评价标准的价值取向研究

“Performance”or“Effectiveness”

当前“双一流”建设的评价研究,缺乏对“双一流”建设评价标准的价值取向研究。中国“双一流”建设的评价标准不是“绩效”的价值取向而是“效能”的价值取向。“效能”的价值取向,重视大学教师内在的积极性、大学特性及其积极作用的发挥,以及在发挥大学特性及其积极作用的过程中所达到的预定目标及潜在发展目标来实现“双一流”建设的目标;“绩效”的价值取向,重视外在的激励手段,以实现“双一流”建设目标所规定的任务作为“双一流”建设的内容,将“双一流”建设既定的目标作为“双一流”建设的目标。“效能”的价值取向对实现“双一流”建设目标的优势明显大于“绩效”的价值取向。以“效能”作为“双一流”建设评价标准的价值取向,在手段上,要注重“双一流”建设的内在积极性,在内容上,要注重建设内容的基础性和全面性,在目标上,要注重将“效能”所实现的目标作为“双一流”建设的目标。

At present,the evaluation researches on“double first-class”construction lack the researches on the value orientation of criteria of“double-first-class”construction.The evaluation criteria of China’s“double first-class”construction is not the value orientation of“performance”,but the value orientation of“effectiveness”.The value orientation of“effectiveness”pays attention to the intrinsic enthusiasm of university teachers,the university characteristics,and the exertion of its positive role.It is through the predetermined goals that are achieved in the process of giving full play to university characteristics and their positive roles and the potential development goals to achieve the goal of“double first-class”construction;while the value orientation of“performance”pays attention to external incentives,to realize the tasks stipulated in the final goal of“double first-class”construction as the content of the“double first-class”construction,and takes the established goal of“double first-class”construction as the final goal of“double first-class”construction.The value orientation of“effectiveness”has more advantages than the value orientation of“performance”in realizing the goal of“double first-class”construction.Taking“effectiveness”as the value orientation of evaluation criteria of“double first-class”construction,for the means,we should pay attention to the inherent enthusiasm of“double first-class”construction;for the contents,we should pay attention to the foundation and comprehensiveness of construction contents,and for the goals,we should pay attention to taking the goals achieved by“effectiveness”as the goals of“double first-class”construction.
