摘要
日本国立大学法人化改革后,大学重新建构了二级学院治理结构,学院在其治理过程中重新界定治理主体的权责分配及相互关系,明确了行政权力和学术权力的界限,使治理主体职能得到有效发挥,大学教育研究水平和学院办事效率提高。我国应借鉴日本改革经验,在进行二级学院治理结构改革时,在明确学院与学校之间的职责分工、促进治理主体间的协调合作的基础上,搭建学术力量发挥的舞台,重视学院的教学职能,同时提升学院行政人员的工作效率。
After the corporate reform of the national university in Japan,the focus of university management was shifted to secondary colleges,making secondary colleges the main body of running schools,and building a secondary college governance structure.In its governance process,the college clarified the boundary between administrative power and academic power,insisted on academic power as the leading factor,advocated the organizational form of professors’scholarship,and emphasized the efficient implementation of power.The college governance structure has improved the level of university education and research and the efficiency of college work,which has a certain reference significance for college governance reform in China.
