上海打造具有活力的世界级城市中心,是建设卓越全球城市、强化“四大功能”的重要组成部分。要顺应世界级城市中心内涵迭代等普遍规律,以更具弹性和前瞻性的发展思维,实现既有跟随战略的局部突破,引领时代发展潮流。要继续对标纽约、伦敦等全球城市的世界级城市中心,发挥比较优势,突出特色,拉长长板。要突出国家战略与地方发展相结合,促进城市中心与主城区、自贸试验区、长三角一体化发展示范区“一体两翼”整体格局的分工协作。

Shanghai’s creation of a dynamic world-class city center is an important part of building an excellent global city and strengthening the"four functions".It is necessary to conform to the universal laws such as connotation iteration of world-class city centers,and achieve a partial breakthrough of existing follow-up strategies with more flexible and forward-looking development thinking,leading the development trend of the times.It is necessary to continue to benchmark the world-class urban centers of global cities such as New York and London,and give full play to their comparative advantages,highlight their characteristics,and make long achievements.It is necessary to highlight the combination of national strategy and local development,and promote the division of labor and cooperation between the urban center and the main urban area,the Pilot Free Trade Zone and the Yangtze River Delta Integrated Development Demonstration Zone.
