摘要
随着国土空间规划新体系要求、新一轮科技革命的兴起和互联网、人工智能等新技术的快速发展,地方规划设计机构必须在市场定位、业务领域、技术应用和运作模式等方面做出适应性转型,通过构建“技术+服务=产品”的新模式,重塑价值链,注重产品输出的价值结果。文章结合企业的生产经营活动,提出未来地方规划设计机构的转型方案,即根据多元市场及服务对象需求进行分析,从技术作品转向规划产品,注重“产品”设计与制作,并制定面向政府、市场和公众的不同的销售、生产及采购计划,形成全链条产品运营计划及服务,以期在新的市场竞争中保持长久的竞争力。
With the rapid development of new technologies of new system requirements for national land use and space planning system,the rise of a new round of technological revolution,the Internet,artificial intelligence,etc,local planning and design agencies must make adaptive transformations in terms of market positioning,business areas,technology applications and operating models by building new"Technology+Service=Product"model to reshape the value chain,which focus on the value result of the product output.This paper proposes a transformation plan for future local planning and design institutions which combining the production and operation activities of the enterprise,i.e.,focusing on the design and production of"products"and formulate different sales,production and procurement plans for governments,markets and the public to form a full-chain product operation plan and service in order to maintain long-term competitiveness in the new market competition,which is based on the analysis of the needs of diversified markets and service targets to achieve the shift from technical work to planning products.
