摘要
传统模式(DBB)中设计、采购、施工完全分离,而总承包模式整合多环节工作,使建设成本及周期大大缩减。私人企业带资参与公共工程建设,减轻了政府的资金困难,实现了融资、设计、采购、施工等更多环节的融合。文中主要剖析多环节工作整合管理模式下合同组织关系、企业的责任与义务及工作范围、企业的角色及承担风险的大小,明晰各模式之间的差异、区别、优劣。
The design,procurement and construction of the traditional mode(DBB)are completely separated,while the general contract mode integrates multi-link work,which greatly reduces the construction cost and cycle.Private enterprises take part in public project construction with capital,which realizes the integration of financing,design,procurement and construction,and alleviates the financial difficulties of the government.This paper mainly analyzes the contractual organizational relationship,the responsibilities and obligations of the enterprise,the scope of work,the role of the enterprise and the size of the risks undertaken under the management mode of multi-link work integration.Besides it clarifies the distinctions,differences,advantages and disadvantages among the various modes.
