摘要 "双一流"的出台是国家教育战略的重大调整,其发展对中国教育事业必将产生深远影响。文章构建了高等教育资源承载力模型和评价指标,采用熵权法和TOPSIS模型对"双一流"高校所在的37个城市2016年截面数据进行分析,得出了高等教育核心资源及城市基础资源是影响高等教育资源承载力的主要因素等结论,并根据高等教育资源承载力贴切度指标排名将37个城市划分为四个区间,分别对四个区间城市的高等教育发展定位及资源配置提出建议。 The introduction of"double first-class"is a major adjustment of the national education strategy, and its development will have a profound impact on China’s education. This paper constructs a higher education resource carrying capacity model and evaluation indicators and adopts the entropy weight method and TOPSIS model to analyze the 2016 cross-section data of 37 cities where"double first-class"universities are located. It was concluded that the core resources of higher education and urban basic resources are the main factors affecting the carrying capacity of higher education resources, and 37 cities are divided into four intervals according to the ranking index of the carrying capacity of higher education resources. Suggestions for higher education development positioning and resource allocation in the four areas are put forward respectively.
