2019年10月,《排污许可申请与核发技术规范生活垃圾焚烧》(HJ1039—2019)正式发布,为有效衔接排污许可证与证后监督管理工作,提升证后监管的规范性,梳理了全国核发排污许可证的总体情况,并提出生活垃圾焚烧发电企业现场执法检查的重点和要点,供各方参考。

In October 2019,technical specification for application and issuance of pollutant permit—municipal solid waste incineration(HJ 1039-2019)was officially released.In order to effectively connect the pollutant permit and post license supervision and management,and improve the standardization of post license supervision,this paper combs the overall situation of national pollutant permit issuance,and puts forward the key points and essentials of on-site law enforcement inspection for municipal solid waste incineration power for reference.
