摘要
马关县小麻栗坡村的林业经营十分粗放,驻村扶贫工作队结合“发展产业脱贫一批”的措施要求,动员村民加入砂仁种植专业合作社,发动群众利用放荒地发展经济果林,大胆尝试多种合作经营管理模式。扶贫工作中发现,林业产业发展仍存在人才匮乏、经营模式单一、政策落实难度大等问题,制约了农村林业经济发展。藉此,提出转变观念,加强基层干部队伍建设,大胆尝试多种经营模式,用好用活林业扶持政策,出台相应的奖惩机制等林业产业发展建议。
In view of the extensive forestry management,the poverty alleviation officials stationed in Xiaomalipo Village of Maguan County mobilized the villagers to join in the specialized cooperation of Amomum villosum planting,develop the economic fruit forest on wasteland,and boldly try a variety of cooperative management modes.The poverty alleviation work showed that there were still some problems in the development of forestry industry,such as the lack of talents,the single management mode,and the difficulty in policy implementation,which restricted the development of rural forestry economy.This paper suggested to change the concept,strengthen the construction of grassroots cadres,develop various business models,make good use of the forestry supporting policies,and introduce the corresponding reward and punishment mechanism.
