水流资源资产产权管控研究

Research on property rights control of water resources assets

水流资源是自然资源的核心组成,是生产、生活、生态的基础性资源要素。水流资源资产作为最为重要的自然资源资产,其产权归属、资产核算、处置交易、资产收益及资产审计等问题的研究对于我国自然资源资产管理具有重要意义。本文初步研究了基于水流产权确权、水流用途管制、水流产权交易、水流资产负债表编制、水流资产离任审计和完善水流资产管控法律体系六位一体的总体管控路径,并对推进有关工作提出了建议。

Water resources is the core of natural resources.It's the fundamental resource factor of production,life and ecology.As the most important natural resources property,the researches on property ownership,assets accounting,disposition and trade,assets income and audit of water resources have essential meaning to natural resources property management of our country.This article preliminarily studied six-in-one overall control method based on water property right confirming,water using control,water property trade,compiling water property balance sheet,leaving audit to water property and the perfection of water property control legal system,and also offered proposal to pushing relevant work.
