摘要 在核工业快速发展与核恐怖主义威胁日益严峻并存的新形势下,核安全作为总体国家安全观的要素之一,不仅事关核工业发展命脉,也是准确把握国内外环境新变化、走出我国自主安全发展之路的重要着力点。中国高度重视核安保工作,将核安保作为保障核安全的重要屏障,如何建设和发展核安保事业成为完善国家安全体系与能力的重要一环。在回顾我国核安保事业发展历史的基础上,梳理了其发展理念和发展成果,并且针对当前新形势,从科技创新与制度建设等方面给出了应对挑战的改善方向,一方面旨在通过科技创新,推动核安保提高智能化水平,另一方面通过不断完善和健全核安保法规体系,加强核安保治理能力的提升,从而为构建核安保人类命运共同体提供可行的思路和建议。 Under the new situation of rapid development of nuclear industry and increasingly severe threat of nuclear terrorism,as one of the elements of the overall national security concept,nuclear security is not only related to the lifeblood of the development of nuclear industry,but also an important focus to accurately grasp the new changes in the domestic and foreign environment and step out of China's independent security development path.China attaches great importance to nuclear security and regards it as an important barrier to ensure nuclear safety.How to build and develop nuclear security has become an important part of improving national security system and capacity.On the basis of reviewing the development history of China's nuclear security industry,this paper combs out its development concept and achievements,and in view of the current new situation,gives the improvement direction from the aspects of scientific and technological innovation and system construction.On the one hand,it aims to promote the intelligent level of nuclear security through scientific and technological innovation,and on the other hand,it aims to strengthen the nuclear security by constantly improving and perfecting the nuclear security law and regulation system.The improvement of security governance capability will provide feasible ideas and suggestions on how to build a community with a shared future in China's nuclear security.
