国家治理体系和治理能力现代化的命题,不仅具有价值论的意义,更具有方法论的意义。以国家治理的视野审视政务公开工作,可以得到一些全新启示。国家制度权威发布、有效传递、高质量管理,自古以来便被作为国家治理基础工作广受重视。当前,在这方面还存在明显不足,国家制度底数不清、体系不完善问题突出。国家治理视野下的政务公开,需要回归传统与本源,吸收借鉴国家治理的历史智慧和国际经验,担负起国家制度体系发布者、提供者和管理者的职责使命。

The proposition of modernization of national governance system and governance capability is not only of value theory significance,but also of methodology significance.We can get some new enlightenment by examining the work from the perspective of national governance.Since ancient times,the authoritative publishing,effective transmission and high-quality management of national system have been regarded as the basic work of national governance.At present,there are still obvious deficiencies in this area.The government affairs disclosure from the perspective of national governance,absorb the historical wisdom and international experience,needs to take on the responsibilities and missions of the publisher,provider and manager of the national system.
