县级政府社会治理能力的测量模型建构

Research on the Measurement Model Construction of the Social Governance Capacities of the County-level Government

县级政府社会治理能力是县级政府处理社会性公共事务的本领,其大小取决于能力要素的完备程度和要素之间的匹配程度。目前学界对县级政府社会治理能力尚没有较好的测量模型,论文旨在构建县级政府社会治理能力的测量模型。依据治理的基本要素,从社会治理的过程维度出发,经过理论分析和实证检验,县级政府社会治理能力由价值引领能力、制度构建能力、组织协同能力、资源整合能力和工具选择能力五个基本维度构成。基于县级政府社会治理能力的可测性,以基本维度作为基础,建构县级政府社会治理能力测量理论模型,然后基于验证性因子分析考察理论模型与观察模型的拟合程度,结果表明该模型可作为县级政府社会治理能力的测量工具。

The social governance capacities of county-level government is the ability to deal with social official affairs.The capacity depends on the completeness of the capacity elements and the degree of matching between the elements.The paper aims to construct a measurement model for the social governance capacities of the county-level government.According to the basic elements of governance,and based on the process dimension of social governance,the county-level government’s social governance capabilities include five aspects:value leading capability,system building capability,organizational coordination capability,resource integration capability,and tool selection capability.Based on the measurability of the social governance capacities of county-level governments,and based on basic dimensions,a theoretical model for measuring the social governance capacities of county-level governments is constructed.Based on confirmatory factor analysis on the integration between the theoretical model and the observation model,the results show that the model can be used as a measurement tool for the social governance capacities of county-level governments.
