公共管理研究的中国方式——基于社会工程的理解和行动框架

The Chinese Pattern of Public Administration Research:Based on the Understanding and Action Framework of Social Engineering

学科在理论有价值和在实践上有贡献有赖于合理的研究方式来推进。在信息技术革命和国家治理现代化叠加的背景下,中国公共管理理论与实践需要重新定位,探索代表未来方向的合理研究方式。对中国公共管理研究方式的理解和运用框架当直面学科发展的问题,立基于对公共管理发展趋势的研判,以经验和理论结合为基本进路,并对学科的研究逻辑、叙事方式、研究场域、技术基础和话语体系等问题分别做出界定。下一阶段公共管理学科的发展需要在学科格局、研究路径和叙事方式三个方面确立中国研究方式的行动框架,建构中国特色公共管理学科。公共管理学科格局需要实现经验和理论嵌合的架构,研究路径要深度切入公共管理生产,全方位嵌入理论,并以研究要件精细化和学科叙事复合化的方式夯实微观基础。概而言之,公共管理研究的中国方式应该是基于社会工程理论与实践的复合化体系。

The theoretical and practical value of the public administration depends on appropriate research methods.Under the background of the superposition of the information technology revolution and the modernization of national governance,the theory and practice of public management in China need to be repositioned and explore reasonable research methods that represent the future direction.The understanding and application framework of Chinese public management research methods should directly face the problems of discipline development,based on the research and judgment of the development and trend of public management theory and practice.And the research logic of the discipline,narrative methods,research fields,technical foundations,and discourse systems are defined separately.The development of public management discipline in the next stage needs to establish the action framework of Chinese research methods in three aspects:discipline structure,research path and narrative method,and construct public management discipline with Chinese characteristics.The research path must penetrate deeply into the production of public management,embed the theory in an all-round way,and consolidate the micro-foundation by means of refined research elements and compound narratives.In a nutshell,the Chinese approach to public management research is based on a complex system of social engineering theory and practice.
