Open Government Data Policies in Japan and Its Enlightenment

采用网络调查法和文献调查法,通过对日本政府数据开放政策内容的分析和归纳,总结日本政府数据开放的意义、具体要求、法律保障及推进措施,归纳日本政府数据开放的政策特点,分析日本政府数据开放政策的制定和实施机构及其影响,提出我国应从构建政府数据开放法律体系、重视和加强社会力量的合作、促进数据利用3个方面借鉴日本经验。

This paper uses the web-surveys method and the literature survey to analyze relevant policies of open government data in Japan,then summarizes its significance,requirement details,relevant laws,assistance measures,and the characteristics of policies.It also introduces the Japanese organizations of policymaking,concludes the effect of the policies,and in the end makes some suggestions for China,including building a legal system of open data,paying attention to the cooperation with society,and promoting data application.
