美国“外交助台”新模式与中国涉台外交的应对

The New Model of the US“Diplomatic A ssistance to Taiwan”and China's Response to Taiwan-related Diplomacy

本文分析了美国“外交助台”新模式的主要表现及特征。该模式以美国“府会合力”为基础,采取直接干涉第三方国家/地区/组织的对台和两岸政策的方式,为台湾方面背书,帮助台湾当局免于被“断交”,帮助台湾当局扩大“国际空间”、参与国际组织活动等。美国“外交助台”新模式带动了美台关系的全方位升级,对中国涉台外交工作提出了严重挑战。中国涉台外交工作需要进一步重视美国因素带来的复杂影响。

This paper makes a detailed analysis of the main performance and characteristics of the new model of the US“Diplomatic Assistance to Taiwan”.Based on the"joint efforts by the US government and the Congress",the model adopts their policies towards Taiwan and the mainland that directly interfere with the third-party countries/regions/organizations,endorsing Taiwan so as to help avoid its diplomatic relations being"cut off",and give backing to its participation in inter-national organizations.On the other hand,the new model has led to the all-round upgrading of the US-Taiwan relations and posed a serious challenge to China's Taiwan-related diplomatic work.Therefore,more attention should be paid to the com-plex influence brought by the US factors in our diplomatic work related to Taiwan.
