回眸与前瞻:我国地方高校省部共建政策的演进与完善

Retrospect and Prospect:Evolution and Perfection of Province-Ministry Co-Sponsorship Policyin China

地方高校省部共建是我国高等教育管理体制改革的重要探索。文章从背景特点、标志性大事与实践价值取向等三个维度回顾了地方高校省部共建政策的变迁路径;从政策立意、政策主体、政策内容等三个方面廓清了省部共建政策的基本特征。从政策运行视角来看,省部共建在政策设计、政策执行、政策保障等方面存在实践偏误。要将省部共建工作不断引向深入,需要着力加大政策宣传,提高省部共建的感知力;加深体系完善,提升省部共建的格局力;加快机构设置,强化省部共建的执行力;加强制度建设,增强省部共建的保障力。

ThelocaluniversityofProvince-Ministry Co-sponsorship is an important exploration of the reform of China’s higher education management system. This paper reviews the changing path of the policy ofProvince-Ministry Co-Sponsorship from three dimensions: background characteristics,symbolic events andpractical value orientation. Andanalyses the basic features of the policy ofProvince-Ministry Co-Sponsorship from policyconception,policy subject and policy content. From the perspective of policy operation, itexists some problems that need to be solved,such as policy design,policy implementation,policy guarantee. In order to deepenProvince-Ministry Co-sponsorship,we should put forth effort to increase policy publicity and improve perception, strengthen the perfection of the system and enhancethe pattern, accelerate the institution setting and strengthen the execution force, strengthen the system construction and enhance the guarantee power.
