基于Topsis评价模型的“双一流”高校分类评价实证研究

An Empirical Study on Classification Evaluation of“Double First-Class”Universities Based on Topsis Evaluation Model

高等教育的发展影响社会经济的发展、国家的未来,在我国"双一流"建设背景下,"促进高校办出特色,建立高校分类体系,实行分类管理"的战略构想,将高校分类评价和分类管理推向更高的平台。高校分类与分类支持的目的就是要促进"双一流"高校办学优势突出,更具鲜明特色。中国要建设好"双一流"高校,必须建立评价标准和评价体系,对后续发展方向和改革目标提供绩效评价。文章通过运用Topsis法对收入指标、资源聚集能力、学术指标、国际化指标、师资力量等五个指标进行评价与分析,并运用科学、合理、客观、有效的方法对二级指标赋予权重,从而得到评价结果,并用系统聚类法做出分类分析与综合评价。

The development of higher education affects the development of social economy and the future of the country.Under the background of"double first-class"construction in China,the strategic idea of"promoting the characteristics of colleges and universities,establishing the classification system of colleges and universities and implementing the classification management"pushes the classification management and classification development of colleges and universities to a higher platform.The purpose of the classification and classification support of colleges and universities is to promote the outstanding advantages of"double first-class"colleges and universities and make them more distinctive.In order to build a"double first-class"university,China must establish evaluation criteria and evaluation system,and provide performance evaluation for the future development direction and reform objectives.In this paper,the Topsis,which is contained with the assessment of income index,resource integration,academic index,internationalization index and school faculty,and the scientific secondary weight assignment are used to establish the evaluating system.And the system clustering analysis and comprehensive evaluation method to make a classification.
