新时代高校教学督导制度困境及其破解 被引量:26

摘要 新时代高等教育对高校教学督导提出新的要求与挑战,但高校教学督导在实践中遭遇困境。究其原因在于当前高校教学督导制度存在"制度陷阱":教学督导遴选制度的供求冲突、教学督导运行制度的权威弱化、教学督导评价制度的工具倾向、教学督导培养制度存在真空与漏洞等。破解高校教学督导实践困境,走出"制度陷阱",需在教学督导制度设计上秉持"师生可持续发展"的理念,促进教师专业发展与学生学习,在教学督导遴选制度上应凸显专业化,在教学督导评价制度上注重"工具"与"价值"并重,在教学督导培训制度上应确保理论与实践相结合,注重利益相关者参与教学督导全过程等。 The higher education in the New Era puts forward new requirements and challenges to the teaching supervision in colleges and universities,but it encounters difficulties in practice.The reason lies in the"institutional trap"at present,such as the conflict between supply and demand in the selection system,the weakening of the authority in the operation system,the tool tendency in the evaluation system and the vacuum,the loophole in the training system of teaching supervision,and so on.To solve the practical dilemma of it and to get out of the"institutional trap",it is necessary to uphold the concept of"sustainable development of teachers and students"in the design of teaching supervision system,and to promote teachers’professional development and students’learning.We should emphasize specialization in the selection system,attaching equal importance to"tool"and"value"in the evaluation system,ensuring the combination of theory and practice in the training system and paying attention to the participation of stakeholders in the whole process of teaching supervision.
