Rethinking the Key Issues of Global Governance from the Perspective of Dealing with the COVID-19 Pandemic

2020年初爆发的新冠肺炎疫情,迅速发展成为一个举世关注的全球卫生治理新议题。加大推进全球治理力度这一诉求之所以出现,正是因为源于层出不穷的各种全球性问题。纵观冷战结束以来的全球治理实践,在国际无政府状态下全球治理不同模式内部以及彼此之间存在着长期的相互角力,国际社会对于推动当前全球治理体系改革的呼声越来越高。在此次新冠肺炎疫情的全球治理过程中,中国立体地展现了负责任大国的担当,而某个超级大国却傲慢地推卸了本应承担的责任。国际话语权是国家间争相角逐的焦点之一,全球性问题的治理背后凸显出国际话语权上的激烈竞争。为了更好地维护和拓展中国在全球治理进程中的负责任大国形象与正当国家权益,中国有必要从战略与战术两个层面去探索积极参与引领全球治理体系改革的中国路径。

The COVID-19 pandemic that broke out in early 2020 has rapidly developed into a new global health governance issue which has attracted worldwide attention.The reason for the increase in the promotion of global governance is precisely because of the various global issues that are emerging endlessly.Throughout the practice of global governance since the end of the Cold War,there has been a long-term mutual struggle within and among different modes of global governance under international anarchy.International community is increasingly calling for the reform of the current global governance system.In the process of global governance of the COVID-19 pandemic,China has comprehensively demonstrated her commitments to the world as a responsible great power,while the sole superpower has arrogantly shirked its responsibilities.International discourse power is one of the most important focuses of competitions among different nations.The governance of global issues highlights the fierce struggle for international discourse power.In order to better maintain China’s image of a responsible great power and legitimate her national rights and interests in the process of global governance,it is necessary for China to explore the Chinese path of actively participating in leading the reform of the global governance system at both strategic and tactical levels.
