摘要
经典电力系统继电控制保护体系的特点是基于本地测量及预设策略实现故障隔离。其理论建立在对上帝视角电网的分析基础上,保护的对象是一次设备。以数字采样及网络通信为特征的技术革命改变了电力系统二次系统的生存环境。提出一种面向电网的分布式多层级控制保护体系,以断路器视角重新打造电力系统控制保护架构。首先,建立了一种以断路器为中心的多级区域划分方法,提出了以各级区域为控制保护对象的理论,实现了面向电网的控制保护对象转变;然后,建立了二次设备分布式部署于断路器的实现方案,提出了一种与各级区域信息交互及控制保护功能实现的模式,实现了分布式多层级模式构建;最后,建立了站内、站间一体化网络通信架构,提出了通信技术的功能以及网络安全策略制定的要求。所提出的保护体系易于实现对全网通用及自适应性配置,实现全网信息的一体化交互,为应对大电网中系统性故障问题处理所需构建的智能电网承载平台提供了参考方案。
The characteristics of classical relay protection and control system to the power system are based on the local measurement and the default strategy to realize fault isolation.The theory is based on the analysis of the power grid with a god angle of view,and the object of the protection is a single equipment.The technological revolution by digital sampling and network communication have changed the living conditions of the secondary system of power system.In this paper,a distributed multi level control protection system for power grid is proposed,which reformed the protection system based on the view of breakers.First,a method of multi level region partition with a center of circuit breaker is established,and a theory which makes every level regional area as the control and protect object is proposed.It changes the protection object oriented to power grid.Second,a scheme dispose the secondary equipments distributed to the circuit breaker is established.A model is proposed to realized the information interaction between level areas and the control and protection function,achieved the distributed multi-level model construction.Finally,the integrated network communication structure in and between substations is established,the function of communication technology and the requirements of network security policy are proposed,which achieved the reliable and security information interaction in all levels of the region.The proposed protection system is easy to realize the universal and self-adaptive configuration for the whole grid,and the integration for the information interaction which provides a reference for the construction of the smart grid platform to deal with the problem of system fault in large scale power grid.
