城乡融合背景下城郊失地农民就地城镇化:实践、契机与导引

Study on In Situ Urbanization of Land-lost Farmers in Suburbs under the Background of Urban-rural Integration Development:Practices,Opportunities and Policies

城郊失地农民的城镇化是推进我国城镇化进程的重要组成部分。以推进城镇化速度和城市发展为中心的、政府主导的撤村建居、集中安置的城郊城镇化效果并不理想,违背了“人的城镇化”的要义,失地农民显示出不愿“被动市民化”的“逆城镇化”趋向。从就业及收入、生活状况及城镇化意愿三方面考察了辽宁兴城城郊失地农民的就地城镇化状态,分析了城乡融合发展为城郊农民就地城镇化带来的新契机,并针对如何让城郊失地农民在主动的、渐近的城镇化过程中“当得上市民,保得住乡愁”提出了政策建议。

The urbanization of land-lost farmers in suburbs was an important part of the urbanization process in China.The government-led suburban urbanization with the promotion of urbanization speed and urban development as the center was not ideal,which violated the essence of people-centered urbanization and caused a counter-urbanization trend.Based on the survey data about land-lost farmers in Xingcheng city,Liaoning province,the states of employment and income,overall living conditions and urbanization willingness were examined and the urban-rural integration development brought in situ urbanization of suburban farmers new opportunities was analyzed,then some advices on how to make the land-lost farmers in suburbs became citizens and kept nostalgia were given in the process of active and progressive urbanization.
