An Encounter between“Act East”and“Look West”:New Developments and Prospects of India-Indonesia Strategic Interaction

近年来,全球战略重心日益向印太地区转移,印度洋大国印度和太平洋中等强国印尼战略互动趋于频繁,印度与印尼2005年建立战略伙伴关系,2018年进一步提升为全面战略伙伴关系,两国在经济、非传统安全、防务等领域以及印太地区的互动与合作不断深化。究其原因,除全球战略重心转移和美国支持与推动外,还与制衡中国地区影响力及相互借重实现各自战略目标密切相关。从趋势看,战略共识初步形成、战略伙伴关系机制化、深厚的历史文化联系及一些领域仍有合作潜力,这些将助益双方战略互动强化,但两国也面临战略认知差异、战略互信不足等制约因素,因此也需要谨慎客观看待。

In recent years,with the global strategic focus shifting to the Indo-Pacific region,the strategic interaction between India,a great power in the Indian Ocean,and Indonesia,a medium-sized power in the Pacific,has been becoming more frequent.India-Indonesia bilateral relationship has been gradually developed into a type of strategic partnership in 2005 and further upgraded to that of comprehensive strategic partnership in 2018.The interaction and cooperation between the two countries in the fields of economy,non-traditional security,defense and the Indo-Pacific affairs have been evolving fast.That trend is not only due to the shift of global strategic focus and the support and promotion by the United States,but also to balancing China’s regional influence and mutual strategic goals and interests.India-Indonesia strategic interaction will continue to be enhanced,because of the initial formation of strategic consensus,institutionalization of strategic partnership,deep historical and cultural ties,and potential for cooperation in some areas,but on the other hand,it will also be pressed by the constraints of strategic cognitive differences,lack of strategic mutual trust,as of which,we need to be cautious on its future development.
