基于多源高分辨率遥感影像的福清市“两违”监测

Monitoring of"Two Violations"in Fuqing City Based on Multi-Source High-Resolution Remote Sensing Image

为了进一步提升福清市整体的市容市貌,改善居民生活环境,针对城市违法用地和违章建筑现象,提出了一种基于多源高分辨率数字正射影像的福清市“两违”遥感监测方法。首先运用多源遥感手段,综合卫星遥感、大飞机航摄与无人机航拍的方式,获取数字正射影像(DOM)、数字高程模型(DEM)等工作底图;其次制定了基于多源高分辨率数字正射影像的“两违”疑似图斑判断标准,结合人工智能初步检测技术和人机交互解译模式,提取“两违”疑似图斑,建立“两违”遥感监测疑似图斑数据库;最后基于多源成果数据,构建福清市“两违”遥感监测平台以及“一张图”系统。该研究成果可以掌握福清市“两违”信息的总体情况,为“两违”整治业务的决策与工作提供坚实可靠的数据依据,为政府执法部门提供科学有效的决策支持。

In order to further improve the overall appearance of Fuqing city and improve the living environment of residents.A multi-source high resolution digital orthophoto remote sensing monitoring platform for Fuqing city was established.Aiming at the phenomenon of illegal land use and illegal construction in cities.Firstly,multi-source remote sensing means are used to obtain working base maps such as DOM and DEM by integrating satellite remote sensing,aerial photography of large aircraft and aerial photography of uav.Secondly,the judgment standard of"two violations"suspected spot was established based on multi-source high-resolution digital orthography.Combining with the preliminary detection technology of artificial intelligence and the interpretation mode of human-machine interaction,the"two violations"suspected spot was extracted,and the"two violations"remote sensing monitoring suspected spot database was established.Finally,based on the multi-source data,the"two violations"remote sensing monitoring platform and"one map"system of Fuqing city are constructed.The research results can grasp the overall situation of"two violations"information in Fuqing city,provide a solid and reliable data basis for the decision-making and work of"two violations"rectification business,and provide scientific and effective decision support for the government law enforcement departments.
